Auto-create workspace when assigned to an issue

Summary

Automatically create a crow workspace when the user is assigned to an issue, with per-project opt-in.

Details

• Add a setting for a CSV list of projects to enable auto-workspace creation on (opt-in per project)
• When an issue assignment is detected for an enabled project, automatically run the workspace setup flow
• Should use the existing crow-workspace skill/setup.sh infrastructure
