unify Alloy versions

right now, versions of alloy in metadata repo and its deps are different to dotrain and ob repo, and resulting in many diff versions of alloy being used causing unexpected behavior at times on wasm/js side, need to unify the alloy version to match the version in ob repo for upstream repos to downstream (dotrain, metadata, typecast, erc, error, interpreter, etc).
