There is a patch which introduces a $noexport variable. But that is only useful for a small number of variables. 84d4004

What about not exporting variables whose names start with a lowercase letter, a bit like in Golang?

It's a good idea, and also a huge breaking change.

And, for what it's worth, path and cdpath are aliased to PATH and CDPATH. As well as home and HOME. I suspect the aesthetic in 1990 was that we were finally free from the tyranny of uppercase. 6 bit ascii!
