Add rest api for message sync

Add rest endpoint for syncing messages.

Usecase of Rest endpoint(s) are :

• Syncing message in background when the websocket is not connected.
• Enable development of bots

To get the message via rest endpoint.. there is sync channel needed between gateway and message delivery service.
