VC-11329

Added content for rockwell controller and software. Validated against Shodan

Testing

1. Successfully DTest on the content

2. Validated that Nexpose marks asset vulnerable when controller present on the machine 3. Validated that Nexpose marks asset non vulnerable in controller is not present on the machine
