[OPS] Per-PR Benchmark Reports

Roadmap:

• Initial Jenkins Job Tasks

  • Create job that utilizes GHPRB plugin to detect run benchmarks comment to run the job
  • Create job that utilizes the GHPRB plugin to detect a merge commit, and deletes ASV results based on PR number # May need alternate solution
  • PR job should post comment linking published ASV results to the PR

• Automated Configuration Tasks

  • Write groovy script for PR job
  • Write groovy script for merge commit job

• Infrastructure

  • Should be taken care of with nightly architecture
