I switched the zone just based on personal experience, this zone has less stockouts for L4 GPUs

missing comma related to #48564 Had to try again because @can-anyscale suspects a rare ReadTheDocs failure and there's no easy way to kick off a rebuild from the browser. Signed-off-by: angelinalg <122562471+angelinalg@users.noreply.github.com>
