Add Call for Proposals

Add an interface into the website that allows users to submit a talk proposal (either lightning talk or full length talk).

• Add form component to receive proposal details
• Save proposals to backend (Parse)
• Send email confirmation (mailgun, sendgrid)
• Allow editing of proposals (via email link or user registration)

You could probably set up a form that posted an issue to the github page pretty easily (although then you'd miss out on all of the other cool features).
