Drop support for non C# 9

C# 9 can compile into CLR of version 4.8 and 3 I believe. I suggest to code agains only C# 9 as it does that lib really elegant and usefull. Or this lib bill be eaten by others and work fill be futile. Thanks

C#9 is still in preview stage. I prefer waiting a release candidate version.
