Import maps too large

The storage format for import maps needs to be reworked.

Example case is ansible which presently writes out a 100MB json file. This is mostly just repetitions of the exact same ansible versions

The storage format should collapse common lists of packages into a single identifier instead of repeating the set a thousands of times
