This adds parameters for configuring IOPS and throughput on the EBS volumes attached to the EC2 instances. Currently, without the ability to configure these parameters, the values come from the AMI's EBS snapshots.
We've recently configured our AMIs to have much higher values for IOPS and throughput, so we can build AMIs faster. We don't want to pass those same values on to all instances provisioned using those AMIs.
