Rewatch: `rescript xxx` for non-existing folder creates `xxx/lib/rescript.lock`

Running rescript xxx (equivalent to rescript build xxx) for a non-existing folder xxx prints

Could not initialize build. Error: Could not read rescript.json at <myfolder>/xxx

but still creates the directories xxx and xxx/lib, and the file xxx/lib/rescript.lock.
