Cause:
  Empty list of source capabilities is not encoded properly in Qpid Proton C++.
Consequence:
  Failing tests where Qpid Proton C++ is sender and .NET Lite/Core
  is listening receiver in P2P mode.
Fix:
  Do not set source capabilities when they are empty list.
Result:
  Tests are not failing.

  Unable to test all clients by the same/similar commands.
Fix:
  New option --conn-urls for connection URLs,
  removed option --failover-url.
Result:
  Clients have more uniform options now.
