Some of the debian repositories for stretch are no longer available.
Recent versions of quilc/qvm/magicl need more memory when compiling. Also add an explicit install for libzstd (which, AFAICT, is no longer installed by default).

The latest image is thoroughly out-of-date, and trying to build the latest RPCQ with the latest image fails. Updating SBCL and quicklisp versions fixes the build issue.
