Allow numpy >2.0

Issue Description

Pyquil currently requires numpy <2.0. Downstream projects are thus prevented from using numpy 2.0 or greater.

Proposed Solution

Change the numpy dependency to >=1.25.0

+1 for this enhancement. It would allow us to support numpy-2 in Cirq - quantumlib/Cirq#6706.
