fix: FarehamBoroughCouncil - switch to calendar page after JSON API broke

The search_data.aspx JSON endpoint started returning malformed JSON with missing braces in row objects. Rewrote the scraper to use the calendar page at /bincalendar/intro.aspx?ref={UPRN} instead, which returns stable HTML with CSS classes for each bin type. Also switched from postcode to UPRN lookup.

Tested against UPRN 100060342039 (Fareham area) on 2026-04-30.
