refactor(v0.52->Gordian): v2 base

migrating v2 / v0.52 codebase work into spawn

I do not want to mess up the gordian specific integration. This allows me to refactory heavily without touching that. Until I call with Mark.

Steps

• Call with mark about Gordian integration
• Move all simapp data -> to the new format excluding external modules
• Re-do spawn generation work for the new v2 format (i.e. move away from Wasmd namespace, wasm, etc)
• Add any configs needed in the depinject data. Make it easy to override
• Get ICT updated to v0.52 mainline?
• Add in fix: spawn docker #195 changes
