[Bug] Scheduled Rescan won't start a scan

Describe the bug
Added true and cron env variables, but rescan is greyed out and won't cause a rescan

Expected behavior
rescan to occur and populate in scheduled tasks

Additional context
Manual scans never populate task history as well. Cleanup and WebP convert DO populate the task history

unraid uses my variables, but then loads what I believe are the default values afterwards? (disabling my enables?)
