The PR #17202 changes the way that the enum with non-default size are stored (from one incorrect way to another incorrect way) and thus would make the challenge of writing rules/code to read those incorrectly written files harder.
We need #17009 to merge within the same release than this releases. #17009 is changing the file format and is waiting on confirmation that it is a complete solution
