Add support for use_unsafe_settings

Port the use_unsafe_settings functionality from the hokuyo_node.

Use unsafe settings allowed for a workaround to the UTM-30 (USB version) glitch.

+1. Can you take care of this any chance? All of my UTM-30s have upgraded firmware and do not glitch.
