Version 1.0 #248

Hi team,
Given this project is a part of ruby stdlib and that almost all HTTP libraries are built upon your success, I'm surprised that this isn't a 1.0 release.
Also given we're making breaking changes in 0.7.0, this will impact any project using tools like dependabot by auto-upgrading and ignoring the breaking change.
Is there a plan in place to get this project to v1.0 in line with this project's important status?
