The problem here is that the ruby-maven library is still using an older JRuby to do its logic. We will need to update it and get a new release out.

I just tried jruby/ruby-maven#2 and I confirm that it makes the error go away when installing psych (gem install psych -v4.0.1).

The new ruby-maven 3.3.13 has been released with the fix mentioned above, which should fix this issue and jruby/jruby#7026. Sorry for the delay!
