Reimplement extension using fiddle #88
Description
A native extension was recently added just for Windows that's less than 100 lines of code. Given the simplicity of the extension, perhaps it could be reimplemented using fiddle? It would allow it to be used on any Ruby implementation with fiddle support and resolve #87 without having to release a stub gem.
