Backport the following patch to ruby_3_3.

• YJIT: Let RubyVM::YJIT.enable respect --yjit-stats #9415

Dose this mean I can put it into quiet mode with either one of the following?

• RUBYOPS="--yjit-disable --yjit-stats=quiet" + RubyVM::YJIT.enable
• RUBYOPS="--yjit-disable" + RubyVM::YJIT.enable(stats: :quiet)

s/RUBYOPS/RUBYOPT/ but correct.

This is a backport PR, so please reply to the non-backport PR #9415 (or #8705) instead.
