I can't merge PRs

Did someone create branch rules on this repo recently? I can't run the merge script to merge PRs and looking at the rules there are two, which I found surprising since rust-bitcoin has none?

Also I don't seem to have permissions to delete them (I assume because there is no obvious way to do so when I view them).

Could it be related to:

• The pull/XYZ/head and pull/XYZ/merge refs have been broken for several days, which confuses the merge script. It also forced me to disable the "require pushes to master to go through PRs" setting since my pushes were getting rejected, even though I was pushing a merge of a PR. Tracking PRs is the one thing Github is supposed to do and it's broken. It's no longer more convenient to stay here than to leave, which was the only reason we've stayed so long.

I removed all the rules except the one preventing people from deleting the ref. In particular the "no merges without a PR" rule I'm pretty sure is broken and I needed to remove it from rust-bitcoin.

I also removed the "no force-pushes" rule. I trust everyone here knows about the chaos that force-pushing to master can cause, and will not, say, blindly add --force to git invocations :).

Yeah, I seem to recall that Github has started intermittently failing to recognize PR merge commits as having come from PRs. I assume their codebase is just increasingly full of slop.
