Support renameat2 and statx under musl libc

This PR enables statx and adds renameat2 under musl libc.

Checklist

• Relevant tests in libc-test/semver have been updated
• No placeholder or unstable values like *LAST or *MAX are

Statx was added in ef3c046. Could you drop the statx changes and do something similar with that config for renameat2?

@frc4533-lincoln could you rebase and drop statx? You'll also need to update test_linux in libc-test/build.rs to skip testing renameat2 if old_musl is set (there are a few examples there)
