Mention that FCP approval is not code review approval and nothing is merged automatically

Which is bad wording for PRs, it implies that the PR will magically be merged soon. It should say that the team has approved the idea of the change, but the change still needs to follow the regular code review process for approval.

For what it's worth as someone still getting used to the contribution process, this was a confusion point for me - I wasn't sure what the next steps were, if something was waiting on me as the author, if it was just taking a while, whether or not to bug reviewers, etc. Some clarification in the rfcbot comment would go a long way 🙂
