Add common_build_opt/tpm_build_opt vars so that we don't have to repeat the verbose "BLD_*_..." options.
This allows https requests to work.

The first commit deduplicates the various build options in the dockerfile to make it easier to add new build options.
The second commit enables NETWORK_TLS, as suggested here: rust-osdev/uefi-rs#1614 (comment)
