I assembled this by pulling the rtools-backports build artifacts from bintray and copying them here. I tested by altering tools/winlibs.R to download from my fork and running a build on Appveyor, which passed.

I'm surprised there are so many changes in the headers, I thought this was a small patch release? Is this really expected?

Turns out there's a decent number of changes in 0.14.1: https://arrow.apache.org/release/0.14.1.html

I don't have clear expectations myself as to whether this is the right number of changes to the headers or not, but scanning over them, I can see how many of them relate to the parquet changes that were the main reason for the .1 release, as well as other things like ubsan. So it doesn't look obviously wrong to me.
