Merge dev into main (v1.0.1)

This PR merges dev into main for the 1.0.1 release.

• XML documentation completed and translated for public APIs (RandomUtility, Nullable, Tuple)
• XML docs generated only during pack and included in the NuGet package
• Disambiguated XML cref references to remove CI warnings
• Version bumped to 1.0.1
