Can we render details in "Block" settings?

It would save a click to have the Block X-ray details rendered in the Block sidebar (rather than the Post/Page sidebar where it is currently rendered).

In addition to my own experience, I've heard this feedback from others. e.g.

When I first installed the plugin, I expected the tab to be under the “Block” panel. Since the attributes are specific to the block, it made sense that it would be there. It is instead under the “Post” or “Page” panel, depending on what type of content you are editing.

Using the editor.BlockEdit filter and a Higher Order Component (HOC), we should be able to do this.
