Watch for specific changes return data

We should be able to do more than run watch and react based on if changes happened, but we should be able to react based on WHAT changes happened

Right now the watcher is called if there is any change, but we want to be able to watch for a specific change in the low state's changes dict, and watch it

I thought this was going to be simpler, but I am having a hard time figuring out how to cleanly add this to the data model.

This is a problem I am running into now, since I don't really think that we should do less and less to modify the data model.

So, this is totally resolved now that states have access to the running dict and the lowstate for a state run.
