In #13400 I introduced a deprecation to compiletime.ops.int.ToString, mistakenly thinking that deprecation compares the version and I can set a future deprecation for 3.2.0.
This PR removes the deprecation which will be reintroduced in 3.2.0 once we remove experimental from compiletime.ops.any.ToString that comes in its stead.

It's too bad since does not have useful semantics. It's informational only, in case anyone looks at deprecation warnings. When it was added, it was supposed to have a format "MyLib 1.0".
