Shorten traces for TypeMismatch errors under -explain

This is a partial fix of #18737. We still can't explain the differences concisely,
but at least we shorten the comparison traces by showing only steps that contributed
to the overall failure and by avoiding repetitions.

No regressions detected in the community build up to lts-19083.
