check news in release-scripts?

This issue is to open the discussion on whether we need news and check news for release-script.

As we will never publish `release-scripts` as a package, I don't see the need to have news and check news.

However if `release-scripts` is going to get more and more complex, documentations would be needed. But news might not be the best way for such documentation.
