Add Conjugate tab to Conjugate app with download data menu option using Swift UI

Description

It would be great if we created the Conjugate tab for Scribe-Conjugate. We can follow the design of the keyboard app, but the code for the Conjugate tab should use Swift UI. The main UI can seen in the designs for the Conjugate app Conjugate tab on Figma.

The big changes we'd need are:

• We're working on the no data stage in this issue
• We want the "Download data to start conjugating" menu option
  • This menu option should use texts from Scribe-i18n
  • i18n.app.download.menu_option.conjugate_download_data_start
  • i18n.app.download.menu_option.conjugate_description
  • We can reuse the menu option from the keyboard app
• We'll work on the next page in another issue
