[Network] Penalize peer if they send us duplicate block

We may need to consider penalising a peer if they send us a block that we have already seen. Let's open an issue to track this.

I'm not sure we should do it. When looking at the reth network stack recently I saw that they're not actually punishing for duplicates as "it happens often". But I don't have a reference right now.

I think would be good to check out their approach before we implement this.

We might consider penalizing a peer if it is an old block however. Question is what exactly does old mean.
