Install `gpg` package as Debian 13 container image stopped installing it by default, making the CI fail. Closes: <shadow-maint#1335> Signed-off-by: Iker Pedrosa <ipedrosa@redhat.com>

I wonder why they dropped it. I guess the fancy new signing method (sigstore) which actually decreases safety. Too bad. :(
