The bias_pll_cc_clk and bias_pll_nss_noc_clk fixed clocks are mentioned as parents of some IPQ6018 GCC clock tree nodes. Add their definition based on downstream kernel. Signed-off-by: Baruch Siach <baruch@tkos.co.il>

At the mean time I added additional cherry-pick for this PR.
I will wait until it will be approved before I will add more changes so it will not be at the same PR.
Or if it will take time I will open a new branch
