Add 'observer' field to the Listener CRD #2342

Is your feature request related to a problem? Please describe.
The Skupper control plane doesn't provide a way to control or disable the protocol observer in service listeners.
Describe the solution you'd like
The Listener CRD should provide an attribute that can be used to specify the observer field in the router's TcpListener. Absence of this attribute shall cause the default of auto to be used. This is the same behavior that currently is in place.
Describe alternatives you've considered
I am not aware of any viable alternatives.
