This fixes OIDCClient creation errors after updating the detect-workflow action. This only effects our pre-submits that run via
pull_requesttriggers. We need to merge this PR and then upgrade actions and workflows to the merge commit sha.Ex. https://github.com/slsa-framework/slsa-github-generator/runs/7143588115?check_suite_focus=true
