This PR updates the local_attest workflow to dispatch the run to the new actions repository at slsa-framework/source-actions.

⚠️ Once this merges, all attestations in this repo will be signed with the new repo identity from that point on, which may lead to problems. See: #255

I'm merging this as we've now renamed the repository to drop the -poc. We have a hack in place for #255 but the continuity here will break as the old repo uri is hard coded in the existing provenance attestations.
