Boost library URL inaccessible

Issue:

Following the build instructions for Windows I encountered an issue when retrieving the Boost library
https://dl.bintray.com/boostorg/release/1.64.0/source/boost_1_64_0.tar.bz2
the URL is inaccessible and returns a message with Forbidden!

Solution:

in smileyCoin/depends/packages/boost.mk at line 3 consider switching URL to
https://sourceforge.net/projects/boost/files/boost/1.64.0/
