Add data for the Ukrainian algorithm

@ojwb this PR with set of words related to this stemmer snowballstem/snowball#178

I hope during next month I'll polish it to a production-ready release!

As CONTRIBUTING.rst says, you need to use the same branch name for this PR as for the snowball PR, since otherwise the CI won't be able to match up the two PRs, and that's why its currently failing:

I don't think you can change the branch a github PR is attached to, so simplest is probably to close this PR, rename your snowball-data branch to Add-Ukrainian-stemmer (git branch -m Add-data-for-Ukrainian-algorithm Add-Ukrainian-stemmer in your checked-out snowball-data repo), push the renamed branch, then open a new PR for the renamed branch.
