This is part of #20372.
It adds ManagedRuntimeEventSource, which has event counters for various runtime events - which, for now, just logs placeholder values. It is subject to a lot of change (including an upcoming API proposal for EventCounter that @noahfalk mentioned in #20372) but for now this is a placeholder for review.
FYI this branch - https://github.com/sywhang/coreclr/tree/add-runtime-perfcounters - contains all the changes I've made so far, but I'm breaking things up into smaller PRs so that they can be more easily reviewed.
