Vlan editing (tagging)

Add command slcli vlan edit

Should allow users to tag vlans like slcli vs edit
Should allow users to edit the note field for a vlan as well.

slcli vlan detail should print out tags associated with the vlan, and subnets.

Refactor output to be a bit more concise.
