Consider adding a lockfile to `type-length-value/js`

ESLint stopped working because of an upgrade, which broke CI on a Rust PR. Fixed ESLint in #76, but you still might consider removing the .gitignore entry for the pnpm lockfile and checking the lockfile in.

I would have done this myself but just wanted to give someone an opportunity to explain in case there's a good reason the lockfile was ignored.

Thanks for flagging this. I don't know of any particular reason for it to be omitted, so I can add it!
