Extension sometimes creates multiple access tokens

We recently started using access tokens for authenticating requests. We've seen that sometimes, the logic to ensure only one token is created for the extension doesn't work as expected.

Note that all other functionality in the browser extension should work as expected, it just should not be creating multiple tokens.
