Switching from one collection to another doesn't get update tree warning

If a tree needs to get updated, when you log into a database, you get a notice the tree needs to be updated, but when switching collections, you do not get the same warning.

also, a manager level user (with all default permissions) was warned they do not have permissions to update the taxon tree. the admin user was the only one who could update the tree.
