[codex] Reflow summary-json CI cookbook Markdown

Brief Design Summary

This PR reflows tools/sbom-diff-and-risk/docs/summary-json-ci-cookbook.md so the raw Markdown uses normal line breaks instead of long compressed prose lines.

Meaning and examples are preserved exactly. The bash, Python, and PowerShell code fences remain valid and readable.

This is a docs formatting/hygiene follow-up only.
